SUMMARY: The City of Lynnwood is hiring a Safety Officer to join their HumanResources department! The City of Lynnwood Safety Officer develops, leads, implements, and administers a comprehensive employee occupational safety, and health. This position is required to ensure the City complies with applicable local, state, and federal safety laws, ordinances, codes, and regulations. Conduct on-the-job health and safety inspections and site audits to evaluate safe work practices and techniques.

The Safety Officer is responsible for collecting, analyzing, and communicating safety and incident trends, performance, and ideas for improvement. This position conducts or assists in timely incident analysis investigations in response to safety concerns, close calls, property damage, and industrial injuries and illnesses. This position also serves on the City’s emergency operations team.

ESSENTIAL FUNCTIONS: Includes, but is not limited to, such essential functions as listed below: 
Administers all aspects of a safety program within a department and/or across the City, including a Drug-Free Workplace, Safe-Driving program, and Commercial Driver’s License (CDL) compliance program.
Coordinates City Safety Committee and/or other safety-related committees or workgroups.
Maintains all safety records required by law, including OSHA 300Recordkeeping, Safety Data Sheets (SDS), training records, and health testing.
Manages essential safety programs including but not limited to respiratory Programs, Hearing Conservation, Process safety management, Electrical Safety, Lock Out/Tag Out, and programs relevant to identified workplace hazards.
Serves as Return to Work Coordinator for on-the-job injuries, coordinates industrial insurance claims and light duty assignments.
May assist with ADA Title II complaint resolution. 
Serves on City’s emergency/disaster response team and performs duties in Emergency Operations Center as assigned.
Conduct reviews of accidents, root cause analysis, and recommend and follow-up program changes based on recommendations. 
Conduct hazard analysis and update or implement industrial hygiene programs, including mitigation, testing, and training.
Engages with City personnel, consultants, contractors and state and federal officials to analyze and resolve unsafe practices and conditions.
Researches, interprets, and applies occupational health and safety ordinances, codes and rules, and federal and state laws. 
Investigates and evaluates safety conditions and accidents; and makes recommendations for workplace safety to conform with occupational safety standards.
Coordinates, schedule, and/or instruct safety-training including course curriculum and materials.
Regularly leads Safety Committee and Unit Safety meetings and attend various Safety meeting.
Performs related work as assigned. 

MINIMUM QUALIFICATIONS: Requires three years of experience in an occupational safety or health-related field and an associate degree or higher in Environmental or Occupational Health & Safety, Safety Management, Toxicology, IndustrialHygiene, Biology, Construction, Engineering, or related field; OR a combination of education, certification, training and/or experience which provides an equivalent background required to perform the work of the class. A valid Washington State Driver’s License and a driving record acceptable to the City’s insurance carrier.
