Salary range is $55k to $130k, with a midpoint of $85k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under the general direction of the Employee Health and Safety Manager, supports the Program Manager – Industrial Hygiene as follows: develops, manages, supervises, and coordinates Agency-wide industrial hygiene programs, functions, and operations for the Central Puget Sound Regional Transit Authority; develops and implements programs to reduce the frequency, severity, and cost of occupational injuries and illnesses; analyzes new and existing jobs, tasks, processes, or systems to determine the existence, severity, probability, and outcome of industrial and chemical hazards; researches environmental health best practices; develops and recommends safety processes and procedures to the Program Manager – Industrial Hygiene; coordinates assigned activities with other programs, Departments/Offices, and outside agencies; and provides administrative and technical support to the Employee Health and Safety (EHS) Group. Administers and provides support to various health and safety programs and functions, including safety inspections and non-industrial hygiene health and safety programs.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- In coordination with the Program Manager – Industrial Hygiene, manages industrial hygiene programs for all Agency employees by anticipating, recognizing, evaluating, and recommending controls for environmental and physical hazards for the health and well-being of our workers and passengers.
- In coordination with the Program Manager – Industrial Hygiene, administers various industrial hygiene programs, such as Hazard Communication, Confined Space, Bloodborne Pathogens, Respiratory Protection, Hearing Loss Prevention, Hotwork, Respirable Crystalline Silica, Wildfire Smoke Exposure programs, and others as assigned.
- Plans, conducts, and interprets industrial hygiene sampling for a variety of chemical, biological, physical and ergonomic exposures.
- Selects, maintains, repairs, and uses various direct reading and sample collection industrial hygiene equipment.
- Develops and conducts virtual and instructor-led industrial hygiene-related trainings.
- Provides support and follow-up in the investigation of employee accidents/incidents and assists in the development/implementation of corrective actions to prevent re-occurrences.
- Coordinates with various work groups on hazard mitigations, safety processes/procedures, training needs, and health and safety concerns; provides technical expertise, recommendations, and assistance to managers and employees on all aspects of employee health and safety.
- Conducts or assists with various facility safety inspections (including offices, operations and maintenance facilities, and warehouses) and conducts safety spot checks to identify hazards and appropriate mitigations, with the goal of ensuring worker safety and regulatory compliance.
- Provides support to the Employee Health and Safety Manager on matters as directed; interfaces with other Safety Department staff, various departments, and outside stakeholders; participates on a variety of committees; prepares and presents reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor’s degree in Industrial Hygiene, Occupational Health and Safety, Environmental Health, or closely related field and four years of experience in health and safety program management and coordination including safety reviews, assessment and training functions in a medium to large organization; OR an equivalent combination of education and experience.
Required Licenses and Certifications:
- Valid state driver’s license. Position is responsible for transporting Sound Transit assets at all hours and to locations not directly served by transit.
Preferred Licenses and Certifications:
- Certified Industrial Hygienist (CIH)
Required Knowledge and Skills:
- Principles of industrial hygiene practice and occupational health and safety program management.
- Use of industrial hygiene equipment for monitoring chemical, biological, physical, and ergonomic exposures, and knowledge of standard methods for conducting these evaluations.
- Methods and techniques of developing and conducting safety program training sessions.
- Pertinent federal, state, and local laws, codes, and regulations including rail safety requirements.
- Principles and practices of occupational health and safety programs.
- Methods and techniques of work design solutions to health and safety issues, assessing safety hazards and implementing corrective measures.
- Use of standard industrial hygiene equipment used in monitoring physical, chemical, and biological exposures, and knowledge of standard methods for conducting these evaluations.
- Recent developments, current literature, and information related to industrial hygiene best practices and regulations.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Monitoring safety program performance and recommending adjustments.
- Responding effectively to employee safety concerns and inquires.
- Working cooperatively with other direct team, divisions, Agency officials, and outside agencies.
Preferred Knowledge and Skills:
- Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups, and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Managing and administering various health and safety programs, including Hazard Communication, Confined Space, Bloodborne Pathogens, Respiratory Protection, Hearing Loss Prevention, Hotwork, Respirable Crystalline Silica, Wildfire Smoke Exposure programs, and others as assigned.
- Understanding technical and/or industry concepts of safety management system (SMS).
- Interpreting and writing technical reports.
- Interest in pursuing certification in industrial hygiene.
- Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
Physical Demands / Work Environment:
- Work is performed both in a standard hybrid office and field environment, active light rail areas, commuter rail, and bus transit facilities.
- Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
- Positions is responsible for performing a variety of buildings and grounds inspection; may be subject to bending, climbing, crawling, grasping, hearing, kneeling, pushing, pulling, reaching, sitting, standing, talking, seeing, walking, and carrying and lifting over 50 pounds.
