Mt. Baker Section

Watch for our monthly meeting announcements.  We normally meet at Bob’s Burgers and Brew Barkley Village in Bellingham on the third Wednesday of each month from 5:30 to 7:30 PM. The Section does not meet in July or August for “summer break.”

For October and November 2024, we will meet at Jalapeno’s Barkley Village Banquet Room located at 2945 Newmarket St, Bellingham, WA 98226. We look forward to seeing you there.

Mt. Baker Section Executive Board Members for the 2024 – 2025 Section Year

Section Chair – Alicia Beck, ASP

Alicia Beck is a Health, Safety, and Environmental Specialist with more than 14 years of consulting experience across the upstream oil and gas, power, manufacturing, and construction industries. Her primary areas of expertise include OSHA and Cal/OSHA regulatory compliance, construction and demolition oversight, site decontamination, incident investigation and reporting, and the development and implementation of Health & Safety training programs. She also has extensive experience in H&S facility planning, site manual development, and regulatory compliance auditing. Alicia currently serves as the Safety Manager for Skyway‑USA / Apache Industrial Services, where she focuses on regulatory compliance, risk reduction strategies, and the advancement of safety culture across operations. She holds a Bachelor’s degree in Sport Management from Washington State University and has been an active member of the ASSP Mt. Baker Section since 2020.

Section Secretary – Olivia Metzger, CSP

Olivia Metzger has over a decade of experience in the construction industry and has served as a dedicated safety professional since 2019. She currently works as a Safety Technician at bp Cherry Point, where she supports field operations with a strong focus on risk reduction and safety excellence.

Olivia holds a Bachelor of Science in Occupational Safety and Health – Construction Industry from Columbia Southern University and maintains her Certified Safety Professional (CSP) credential. She has been an active member of the Mt. Baker Chapter of ASSP since July 2022.

Her core strengths include trench & excavation safety, fall protection, safety management systems, training and curriculum development, and comprehensive incident investigation. Olivia most enjoys translating technical safety requirements into practical, field-ready solutions that enhance worker protection and operational performance.

Section Treasurer – Ryan Lancaster, CSP 

Ryan is currently a Health & Safety Advisor for bp Cherry Point Refinery and was previously the Safety Manager for BAI Environmental Services, which provides a full range of industrial maintenance and environmental services to Pacific Northwest businesses. Ryan graduated from Central Washington University (CWU), with a Bachelor of Science-Major in Safety and Health Management, Minor in Business. During Ryan’s time at Central, he completed two summer internships with Dunkin & Bush (now Partner Industrial). Ryan worked at Johansen Construction Company as a Safety, Health & Environmental Engineer from 2014-2019. Ryan currently holds the Certified Safety Professional certification (CSP), from the Board of Certified Safety Professionals (BCSP). He has been a member of the CWU Student Section, Puget Sound, and Mt. Baker Chapters of the ASSP. Over the last ten years, he has served in various roles at each chapter, most notably chapter president for the 2017-2018 year at the Puget Sound Chapter.

Member at Large – Karma Reavis, CSP

Safety is a passion. Part of that includes learning and sharing new ideas or laws. Karma is able to find interesting speakers on just about any topic. She is happy to give another year to the Chapter as Chair.

Karma has been involved with Safety for over 25 years. Most of that time was spent as the Human Resources Manager too. Karma was previously with Samson as the Corporate SH&E Coordinator. This includes responsibility for a plant in Louisiana as well. It means she has a true generalist background.

Member at Large – Michele England, CSP

Michele England is a seasoned leader in the occupational health and safety field with more than twenty years of experience advancing workplace protection across public and private sector industries. She currently serves as the Health & Safety Manager at the Phillips 66 Ferndale Refinery, where she oversees strategic program development, regulatory compliance, and initiatives that strengthen safety culture and operational excellence.  Early in her career, Michele worked as a Compliance Officer with Tennessee OSHA, grounding her expertise in regulatory standards. Throughout her career, she has remained committed to building sustainable, high‑impact safety programs that reduce risk and support organizational performance.  Michele also serves as the Vice Chair of AFPM’s Pacific Coast Occupational Safety Network, collaborating with petrochemical industry leaders to advance safe‑work practices and strengthen partnerships across the region. In addition to her professional roles, she maintains an EMT license, providing volunteer medical support to both her workplace and the broader community.  An engaged member of the American Society of Safety Professionals (ASSP) for more than 15 years, Michele has contributed to multiple chapters in Texas and now Washington. She is proud to be part of the ASSP Mount Baker Chapter and remains dedicated to supporting the professional growth of safety practitioners across the region.
